Cross-compilers are run on a host system such as a PC running Windows 7. However, they generate object code that runs on a completely different CPU architecture such as ARM Cortex or Microchip PIC.

In embedded systems. there is often insufficient memory, human interface or CPU speed for a compiler to run in its native mode which is why a powerful host machine is almost always used.
